  • In a large mixing bowl, combine the ground beef, breadcrumbs, egg, ketchup, Worcestershire sauce, garlic powder, onion powder, salt, and pepper. Mix together thoroughly and press firmly into the bottom of the greased baking dish.
  • Bake for about 20-25 minutes until it is partially cooked and starting to firm up.

Mac and Cheese Sauce

  • In a saucepan over medium heat, melt the butter.
  • Once melted, stir in the flour, cooking for 1-2 minutes until golden and fragrant.
  • Gradually whisk in the milk, allowing it to come to a gentle simmer until thickened.
  • Stir in the shredded cheddar cheese and optional mustard powder, along with a pinch of salt and pepper until everything combines smoothly.
  • Gently fold in the cooked elbow macaroni, ensuring every piece is enveloped in the cheese sauce.

Final Assembly

  • Carefully spread the macaroni and cheese mixture over the top of the meatloaf.
  • Sprinkle additional shredded cheddar cheese and breadcrumbs on top before returning to the oven for another 15-20 minutes until a golden crust forms.
  • Allow the casserole to rest for about 5 minutes before serving.
